I once felt this way. I no longer have that problem and I wish I hadn't listened to those who told me to eat everything in sight cause it is much harder to loose than gain weight. But there are important things you should consider. Like your age, your metabolism (which is the rate/amount at which your body burns calories from food for energy), your height.
If your metabolism is very high the more food you eat the quicker your body is going to burn it off. You should consult a a doctor or nutritionist before attempting to slow your metabolism down. The easiest way is to not eat so much and so frequently.
Remember fat is never cute or healthy. So whatever the solution make sure that the weight is healthy weight.

She is probably fine. But if she wants to gain weight, I hope she wants to gain muscle weight. Fat weight is not good. She should increase her daily caloric intake by 500 calories but still eat veggies and avoid junk food. For example, eat whole grains, vegetables such as broccoli and red pepper, and lean meat.
She should do a total body weight training routine for three days a week with a day of rest in between each. E.g. bench press, upright row, squats, and deadlift. She should just start out with one set of each with weights she can do for for 8-12 repetitions. She should get a protein bar or shake after. Once this becomes easy, she can add an additional set. Also, she should avoid cardio until she gets to her target weight. With weight gain, she will also gain a little fat with the muscle...so she can resume cardio exercises if she wants to tone up more.

Lots of carbs (bread, pasta, etc) and Proteins (meat, seafood, legumes) will help you gain weight in a healthy way (they'll build up muscle mass)
If you simply want to gain weight fast, then here's a sample menu:
Breakfast
Pancakes or Waffles, with lots of syrup and butter. Sausage or bacon on the side. And eggs.
Lunch:
Pretty much anything, as long as its hearty and will make you full (ex: meat loaf, pasta, pizza, a big sub sandwich, etc)
Dinner:
See lunch
Before bed:
a tall glass of milk every night (it cannot be fat-free or skim, it must be regular milk)
Follow this regimen for a month, and you'll notice a difference

if you have tried eating lots and lots of carbs, and still isn't working, then your next best bet, is to see a specialist.
