Allergies to the cold baby. This might sound ridiculous, but it's true. I suffer from it and went to see an allergist. HE couldn't believe it, neither could I. And of all places I live in Canada where it's colder than death. The itching usually starts in the cooler months of Fall. Any place on my body that is exposed to cool or cold air becomes itchy and breaks out in hives. In summer I cannot go swimming unless it's a heated pool, treats like ice cream and popicles I have to eat at my own risk. My mouth gets itchy and becomes very swollen if I over-indulge, even cold drinks that have ice cubes are dangerous. I was warned not to go swimming in Lakes or any body of water that may be chilly, the body can go into shock. BE very careful. Just keep very warm as much as possible on cold days.

I agree with the above answer, some Chinese doctors explained it to me!
It is absolutely normal!
More, if you get hives for not extreme cold, then have some blood test, maybe you should improve your diet!
