Your dog runs around beacuse Beagles are a hunting breed and you are not providing him with enough exercise and he is hyper.
You need to work with and train your dog. Beagles take lots of exercise and time. Unless you are trianing him the shock collar won't work. They are great for some things but do nothing for others.
As fo getting sprayed by a skunk I have a dog who has been sprayed several times and it did not cause anything except it made him stink.

What's so bad about a dog running around a yard? Do you mean OUT of the yard? Well, that has to do with poor training. Being sprayed by a skunk has nothing to do with anything.

There are records of neurological damage from skunk spray.

I hope this isn't the case with your dog. Most cases are from dogs getting sprayed in an enclosed surrounding, as when following the skunk into its den.

Here is one story... It shows how the allergic reaction deprives the brain of oxygen to cause brain damage.

Yeah, it sounds like "cage rage". He isn't getting enough mental and physical stimulation. He is a Beagle and needs that.He shouldn't be in a run most of the day. He is making an outlet for his pent up energy.

in reply to the advice to chain or tie the dog; that causes worse damge than anything. an active dog with an active mind will quickly start to become aggresive and/or neurotic when restrained this way for more than VERY short periods.

Tie it up like on a chain or rope. Or you can keep it in a fenced area or even inside. If that doesn't work, send it to a training school.
