The problem is I have a 3 month old and I don't want him going anywhere but his litter box

One word: Feliway. Check it out, it's a product made from Cat pheromones. You spray it in the area the cat's been doing her/his business OR you can buy a difuser for the room. The scent makes the cat relaxed and he/she forgets all about being naughty. Worked for my 17-year-old female and my 10-year-old male.

Also, I keep my liter box in a basement room that has a small cat door so no dogs or kids can get in.

It may be a little late. If he has been doing it for years, deciding to change his behavior when he's a "senior citizen" is going to be very difficult. Your best bet may be to simply manage the situation by keeping the litter pan super clean, making sure that the area around the litter pan is always swept up, and putting newspaper or puppy piddle pads around the area that he tends to use instead.

Maybe try changing the litter ???? I agree about keeping it clean. Wash the whole litter box and or and try/buy a hooded one (if you dont have one already) and try new litter. Cats can be very finicky especially as they age.
