If people got sick while abroad, it might be because of the way the meat/food was preserved. I don't think it's because of the food itself.
Western countries have very high standards as far as food is concerned. So that the food you get in the US comes from factories which follow US laws.
However, you also need to take into account that in Western countries, the food has been packed with antibiotics and what not. It's actually not very good for our bodies because our bodies are now unable to fight bacterias which it should be able to fight
Moreover, there have been quite a few problems with food in the US because of factories which didn't follow the security procedures. It resulted in food poisoning. It happens once in a while.
So, to sum up, you're not likely to get sick if you buy food in the US from other countries. You probably won't get sick if you eat in developping countries if the food is cooked. If you do, it's probably because your body can't fight against bacterias. And I found beef in the US quite gross (the one I had, at least): didn't really taste like the beef I was used to. You know, processed meat is not the best food in the world.

While many countries do not have the same standards as North America when it comes to meat and produce, it is more or less safe. As for fruits and vegetables, and produce, in other countries, it is not as processed as North American produce, and likely does not contain a lot of pesticides or preservation substances, especially if it is purchased at local markets (which also helps out local farmers). When it comes to meat, making sure it is well cooked, is probably the best precaution. Also, cleanliness of where you are eating (restaurant etc.), will probably tell a lot about what you are actually eating. It is probably best as well to make sure you have the proper vaccinations before travelling anywhere. Just be safe!

If everyone in that country is dead...better not eat the meat. ;O)
There are different bacteria everywhere. you have built up an immunity to the common bacteria in your area. It's almost a forgone conclusion you will get sick on about day 3 of a visit to a far away place. Same as if they came here.
Just accept it... enjoy the local food where you visit and be prepared for day 3.

Most countries don't have restrictions like we do so, I would say not very unless it's been inspected well by USDA.
