Go to a dermatologist,a doctor who specializes in skin disorders.
I have atopic dermatitis/eczema,had it all my life;sometimes a rash stays with a person for months. My worst flare-up lasted for almost four years;Cortaid or its prescription equivalents,Cetaphil moisturizing cream,Aveeno colloidal oatmeal bath and shower preparations can help, but sometimes,it just takes a lot of time to wait for the skin to heal.Don't wear woolens next to your skin;if you wear woolen pants, make sure they are lined or buy pantliners from the lingerie department of the finer stores. Don't wear anything that itches. You don't need anymore irritation in your life.

Your best bet is to see a dermatologist. They are the only ones who can diagnose and treat issues like this.

If you can't get in to see a dermatologist, due to busy schedules, next option is to seek out an allergist. Mine has been extremely helpful to me on skin disorders, allergies, etc.

Go see a dermatologist. GP's aren't specialized in any specific area.

If your GP doesn't know insist on them giving you a referral (if you need one) to a demotologist. Not much of a GP if they didn't suggest that when they couldn't figure it out!
