Seatbelts is the Question.?

Everyone knows about the seat belt law, okay now why arn't there seat belts on public transportation? the bus driver wears one, the passengers don't.
What about school buses?

I have wondered about this also. Looked it up and too much information and technical issues to comment.

none on school buses, none on a train either
