The last time I burned a CD on my mom's computer, all the songs came out scratchy sounding like old vinyl records used to when they were scratched. Does it sound like it needs fixed or is there a self cleaning disc I can put in the drive?

It is not expensive to buy a new burner, but I don't think that would cause the problem you are having. Maybe it's just a loose cable or something.

It depends on the part that might be damaged/broken; if it's a simple piece of plastic, you might as well get it repaired for free in some places. But if it is the laser reader the one damaged, it's not worthy to get it repaired, as its cost might be more expensive than getting one new (or almost the same). Before anything, check the warranty of it and check with the maker.

Yes it is quite expensive to repair the burner. you can buy a new one at almost the same cost

There are lens cleaning disks available in the market. They clean up the burning lens and the turntable.

for the cost of a new drive these days just buy a new one and be sure. You can get them for 30 or 40 bucks.
