You can have dna tests done on it. There is a website you can get free kits. It just costs to send them in and they aren't very expensive. You can order as many as you want. With some birds you can tell by feathers and coloring, but the best way is to get dna tests.

At the top of the bill/beak where it's nostrils are - if it's pinkish/purple or light in color it IS a male. If it's yellow or tannish like a dull brown color it is female. For some reason males are more colorful. And just so you know, the female will lay eggs, when mature enough too, to have a male fertilize them.

The cere - which is the "nostrils" above the beak. You cant tell very early, but after they are over a year old, the females cere will usually be a pale pink or white and occasionally will turn brown and crusty. The males cere stays a bright blue.

By the color of the cere which is the colored part right above the nostril holes. Males usually have a light-dark blue cere, and females have a brown, tan, or even light white cere. If you need any more info, I have two parakeets. You can send me an email if you want.

I am not a pro or expert or anything but, I do think it has something to do with the colors of their feathers, I am not sure but, I know who will be able to tell you for sure and that would be a vet or a bird specialist, may try "ask.com".
put the type of bird in and see what comes out, I have never been one to understand them, (birds) but, I do think that they are smart and beautiful, and they mate for life right?
A lot more faithful than some humans huh?

you grab the parakeet softly and put it's head between your index finger and your middle finger, you turn the hand towards your face and the bird should be facing towards you. Then with your free hand try to feel in between their feet. If you feel a bump it's a boy if you don't feel a bump and you feel a whole it's a girl.

When the reach sexual maturity the males beak will be blue around it's nostrils and the female's beak will not be blue.

You have to wait till it reaches puberty. Males the voice drops. Females breast develops.
