Banks do not run a "crdit check", but most of them access databases with either TeleChek of Chex Systems. Both services keep lists of individuals who have either previous bad check activity or closed out an account at a member institution and had a negative balance.

I'm going to guess that you've closed an account somewhere and they charged a service fee after you closed the account. The bank "charged off" the fee and reported the loss to one or both of the aforementioned services. You need to clear the account or suffer the consequencese. Data in Chex Systems last for 5 years. You may be able to open an account at a smaller institution or credit union. Failing that, try talking to a manager and explaining the situation.

Good luck.

I use a small-town local bank called Provident. They didn't run a credit check, just a check to see if I had any outstanding bounced checks before opening my account.

You may also look into credit unions. If you qualify to be a member (ie, you're a student of that school or in that state, for example), they open an account with a deposit of like $50 and don't run a credit check.

And think about trying to improve your credit rating. I had really bad debt but declared bankruptcy several years ago, and while my credit's not perfect, at least it's getting better.

Most bank will do that. Try a local credit union or savings and loan. A smaller bank or a local only bank may not run telecheck. Or consider a savings account with a debit card. The rules are different for a savings than a checking. Good luck.

Very few...some will wave the Credit Check if you are established, say with a savings account...but most want to know if you are going to shop till your check book is empty and run.

US bank has second chance checking for people with not so good (ok, horrible ) credit. It is called "second chance" you just need to request it when you go to open the account.
