Usually by the smell or color. However, some meat packers are now injecting gases into the package to starve the meat to preserve the color. So color is no longer a great factor. So probably the smell.

But it's really just safer to toss it. You don't want to eat meat that isn't fresh.

It would be bad, uncooked meats need to be refrigerated. You will definitely tell by the smell of the meat.

If the meat had been frozen, you have a chance it did not totally spoil--but it's not wise to leave even frozen meat out for 24 hours.

if the top of the meat is brown and green. Or simply if the meat is warm. Warm meat could lead to bacteria and infections if eaten

Throw it away if the conditions above apply

I learned from working in foods at Disneyland that anything left out more than 4 hours at room temp like that should be thrown away, no if ands or buts.

Perishable foods should not be left unrefrigerated for more than two hours. Bacteria will grow quicker when foods are closer to room temperature -- which is what your meat would be, should you choose to leave it out.

Whatever you do DON'T EAT IT!! Throw it away and clean the area it was sitting in with a strong disinfectant.
