I had this problem with my 4 year old when he was 2, what i did was move his dresser into his closet, and put a child safety latch on the knobs.
I would have him pick out his clothes for the day the night before, then latch the door shut, then during the day when he felt he needed to change clothes again he would have to come ask me for help, and I was thrilled to help him get his clothes out rather than finding myself rewashing a thousand pairs of shorts that were barely even worn.

Yeah, good luck with that. My daughter is 5 and still does the same thing. Every time she goes to her room she comes out in a different outfit. Apparently, girls do this.
Oh, I had to add this after reading some other answers. I tried the "put her clothes out of reach" thing... yeah... she just climbed up to where they were. Nothing stops a girl on a mission!

Tell her each clothing change equal a 2 minute time out where she has to sit still and do nothing. Get a timer that makes a noise when it goes off. (It's one minute for each year they are.) She'll get tired of the time outs real fast. It will be hard on you the first couple but be firm! You don't need the extra work!

My daughter did the same thing. If she changes really quick then the stuff is probably still clean. If not, then limit her changing them unless the messiness of the clothing warrants it. Hang them all up out of her reach, or put safties on the drawers.

You do nothing, lol. Little girls are like that. unfortuntely there's no way to stop it....sorry. Let her grow out of it.
The only thing I would say that was good would be to put a hamper in her room and make sure you stress to her when she is changing clothes to put them in the hamper....shouldn't be too bad. I mean, following her in her room when she is ready to change and showing her what to do could help.

it's just a phase as you probably know. maybe you should teach her to put her clothes in a little hamper in her room. be proud that she can change her own clothes at this age, as many children can't. she's just excited that she's able to do it, as soon as she learns to do something new, she'll probably take to doing that a lot too. maybe try to teach her to tie her own shoes, or help with cleaning. (giving a little girl a barbie vaccuum can make your life a whole lot easier since it is a real vaccuum. just make sure to see what she's sucked up before you throw it way, you're keys could be in there!)
