Once you study for the test you take the test, take the driving test, which may be the same day or in smaller places may have to make an appointment for it, they do the background check on you and you can walk out the same day or after you get the driving test done if taken later with the license. Depends on how long you need to study for the written test as to length of time but the driving and background can be done in a day.

How do you mean HAZMAT certification? Do you endorsement on the CDL?

It depends on how quickly you learn, what classification CDL you're after, how you're attempting this. Many companys will train you on the job - usually takes 3 - 4 weeks. If you pay the high cost of going to school - 1 - 2 weeks.
