Well, if you have a Canadian passport it will be in French & English because they are both official languages in Canada.

I did not notice and I have had many passports over the years but did not notice the English/French.... Yes, je parle Francais dont, pour moi, pas de probleme

Lots of people speak English, but everyone speaks some French. "Wee Wee" is universal.
