Well, let's forget the "separate disk" requirement for a moment and discuss how to install multiple operating systems on a SINGLE hard drive.
You will need to partition the drive. You would have ONE partition that is very small and does nothing but boot the PC and show a menu asking what OS you want to load, with a default selection that loads after a few seconds if no key is pressed.
Then you will configure a separate partition on the hard drive for each operating system.
The best way to do all this is with a well-designed drive partition utility. A good one can do it without erasing your existing data, though I'd recommend installing "fresh". I highly recommend Partition Magic, originally by PowerQuest but now owned by Symantec. I believe they still have a trial version available for download.
Now back to the separate disk issue... if by "separate disk" you mean a second hard drive, you will STILL need at least two partitions on the first drive, one with the boot segment, and one with the first operating system.

You are trying to install a second op sys on your existing hard drive? You need to buy some disk partitioning software that will leave your existing xp on the drive. You might want to just go out and buy another hard drive and set it up as a slave, then install windows 98 on it. The only reason to do this would be that you have software that wont run on xp. If this is the case you might try the xp compatibility wizard and forget 98. If the wizard doesnt help try to look for patches for the software on its website. Add details, I aint sure what you are trying to do here.

you cannot install 98 over xp, you will have to format the disk first, back up your data you need, onto a seperate drive or cd, and then format it i fat 32, install 98, install all your programs, and the relace the data you backed up

If you have a second drive or a partitioned section of your current drive you technically can install 98 on it but why?? You will have to format that section with the Format [Your drive id)/S the /S is required to make the drive bootable...example Format D:/S
You will then have a BIOS nightmare...but that is your choice!
