Try visiting http://www.dvdhacks.co.uk/

Enter the make and model of your DVD player and they may have a "hack" which may make your DVD player region free so you can play any region DVD's

Use at your own risk as it may negate your DVD warranty.

I don't think you can.
You have to get a region-free DVD player. And they're rather common nowadays.

If you're refering to the DVD player on your PC or laptop, then buy the program "DVD Region + CSS Free" from http://www.dvdidle.com/dvd-region-free.htm for US$39.95.

You can change change the region on a DVD player, but it can be very time consuming and not worth your effort. I suggest converting the US DVD ratio to the Secam ratio. You can go to http://www.videohelp.com/ for more assitance.
