You are definitely doing the right thing by giving them water if they are outside. You can't let the poor animals die of heat exhaustion. It's not their fault they drew a bad owner.
What kind of relationship do you have with the owner? You might try talking to them and explaining that if it is 106 outside, the dogs shouldn't be out there without water, and that it is not your responsibility to make sure they are watered because they are not your dogs. Chows were not bred for hot climates. Those poor dogs are suffering.
Call the Humane Society again and tell them that these dogs don't have any water unless you give them water, and you can't always be home to make sure your neighbor's dogs are cared for.

No you're not doing wrong. It is a good thing you are doing. I would call another shelter. Sounds like your humane society doesn't want to do thier job. In most places that would be animal abuse. Maybe you could talk to the owners & ask if they want to give up the dogs & then find another home for them. I live in Texas & the summers are pretty hot here too. I have a chow but he stays in in the summer & out in the winter. All my dogs (4) can go in & out as they please. Maybe you could locate a chow rescue in your area? They will do something about it. I have been rescuing abandoned & abused animals for 30 plus years. You are doing right by the dogs. Maybe even a veterinarian in your area could help or at least tell you who to call that will get something done. Hope this helps. Good luck & keep up the good work!!! Dogs left outside should have shade and water available at all times in a bowl that can't be knocked over. If the humane society hasn't helped, make a video of how the dogs are suffering and try again. Then try to police and your local TV station, unless you're worried about retaliation from you neighbor.
If you want to help, just do what you're doing now. Don't take the dogs inside your property without the owner's written permission - you could definitely be arrested for trespass and theft.

There is nothing wrong with you giving them ice water. The dogs need it. What would be really wrong is for you to let the dogs go without water when you know they need it. In my eyes, you are an angel for doing such a good deed. I guess the Humane Society in Vegas is alot different then in Arkansas because if you don't give your animals a sufficient amount of water or food then you can be arrested & fined up to $5,000.
Keep doing the good deed until the neighbors complain or call the cops on you (which they will not do, knowing you are giving their dogs water)

how long r the dogs out 4 each day? They have 2 have water and shade. If they r out 4 a long period of time they shoould have food. If the dogs look really skinny u need 2 report it. It sounds like the Humane Society isn't doing their job. I would keep giving tem water and if they look really hot u might want 2 hose them down. Make sure u don't give them 2 much water at one time because that could cause them 2 bloat and that would be really bad and expensive.

I would probably do the same thing. I hate to see animals mistreated. Maybe you should try talking to your neighbors about the problem.
I went to the store the other day and saw a dog locked in the car and the windows were only cracked. I wanted to track the owner down and lock him/her in the car. It was around 85 degress that day.

I would keep giving the dogs the water. If the dogs have water and shade they will be ok when it is hot out.

sounds like you are doing the right thing. It ticks me off when the dog owners dont feed there dogs or water them. You are doing a good job.

you are a kind person!!!!you have a heart when it comes to animals,and i would do the same thing..the owners need to be turned in until they lose those dogs!! have you ever went next door and asked them if they want the dogs?i would find a local rescue group in your area and call them.they would help you more than the shelter would..GOOD LUCK,and please keep us informed of the dogs well being!!!
