It depends on your age. You should NOT lift weights before you're 18 years old, your muscles are still developing and can become damaged by weight training. Furthermore, hormone levels have not stabilized thus causing a teen to attempt more than compatible with actual body needs. For an adult, a little every day doesn't hurt as long as it is different parts of the body, ie- upper body on Monday, Wednesday, Friday and lower body on Tuesday Thursday and Saturday. What you want to happen to your body depends on what you do during your exercise time. If you want to loose weight and create lean muscle then multiple reps with less weight is desirable, and if you are attempting to build muscle mass than larger amounts of weight in less repetition is where you're focus should be. NEVER DO MORE THAN YOU CAN HANDLE!!!

Two to three times a week is optimal. There should be a day of rest in between. You could strenght train up to 6 days a week if you do upper body and lower body on alternate days. But if you do whole body then two or three days. For upper body, I focus on bicepts, tricepts, shoulders, front/rear deltoids, chest, back abs. For lower body, calfs, quadricepts (front of thigh), back of thigh, butt, inner thigh and hips. You can mix it up however you choose depending on the time you have to devote.

3 times a week.

most people isolate areas of the body for each day but I say you use every part of your body every day hit it all when you work out. Not saying every workout everyday switch workouts each day but target your body!
