empty building by my home has sewer water coming out and building up.can,t get local agency to help

Call the department of public works in your town. They should know what to do.

Call the County Health Department. Also call the State Dept. of Natural Resources (or Dept. of Environmental Quality, Environmental Protection, whichever it is called in your state)

If you have contacted your local government agencies that are supposed to take care of such things, call a plumber have him fix the problem and then sue the city for the money it cost.

You should contact your state Enviormental Protection Agency. It is the responsibility of the owner of the property but the EPA will get the ball rolling for you.

I have always found that the quickest route is to contact your local newspaper or TV stations and see if you can't get them out to do a report ... reporters typically love to do government bashing stories and politicians hate the bad publicity. To make a bad bad pun .. what you need to do is "stir up sh#t"!
