IMHO, Neons are pretty decent cars. I've owned 2 (currently have a 2003 SXT) which I like quite well. A few quirks with Neons, they sit very low to the ground (watch those curbs!), the rear brakes tend to squeak a lot (not a malfunction, just annoying), and prior to the 2000 model year, they had head gaskets that leaked oil like crazy. If the head gasket has been replaced with a multi-layered steel gasket, should have no problems.

Dodge Neon isnt a good choice due to the resale value and the number of problems the cars are known for your better off going with a Honda Civic

if you are talking about a dodge neon, i have had the same neon since 2001, and it still drives great, no problems and man it gets excellent gas mileage, a tank costs 25 bucks and goes for 2 weeks, i like dodge vehicles, have 3 dodges and a chrysler, and would never drive any other makes again, chevys have probs with a/c compressors going out, a ford always seems to have probs with squeky brakes and bad solenoid lines...
