Sounds like stereotyping to me, and it doesn't match with my impressions of the actual mexicans I've met, or of hispanics in general. I'd say that there are some bad eggs in the mix from mexico, from the central american countries, and from points beyond our oceans, but any sentence that starts out 'all xxxxx people are yyyyy....' is inherently flawed, and is more an expression of sentiment than of any actual facts. Prejudice is a real bear, though, and can be devilishly difficult to overcome.
The real issue of the whole controversy concerning the US/Mexico border is one of preventing demographic trends from spiraling out of control. There's about 280 million people in america, I think most are decent, respectful, law-abiding citizens. I don't know if the same can be said for all countries, but in america there's a widely held assumption that this is the case for the vast majority of citizens. I think that's a good concept that should be maintained and promoted, not so much the reputation thing but the standards of public conduct that help to build that reputation. I think similarly that a closer inspection will reveal also that many mexicans, guatemalans, pick-your-country-ans, are likewise, decent, honest, hard-working, respectful, respectable types.
However, problems of the sort we've read about in the news don't really pertain to or concern the mainstream populace, but rather the fringe, the 1 or 2 percent that are bad apples, people gone on over to the dark side, and forever it will dominate their destiny. Mexico's got troubles, and the only way to get em to fix em is to deal with the symptoms and then address the problems themselves, such as mexico's poor economy. Is it america's job to do that? Probably not, america's a different country, hence the altered spelling, but if we don't 'help' mexico to stand up, put its shoes on, and get to work, we may end up wishing we had, about 20 years down the road when their country's had 2 more decades of degenerative and violent influence.
I propose 'tough love'. A border that's closed, and monitored, cannot be used as a point of passage for human or drug trafficking, two of the revenue boosters for the lawbreakers, likewise it'll make it darn tough for other ne'er-do-wells to make into the US. An aid program, probably something already in place, but it can be re-engineered to achieve this goal, an aid plan that is outcome-based, meaning 'show us the results and we might give you s'more money if we think it's good enough', might help Mexico to achieve it's bipedal destiny more effectively and rapidly, and thereby de-pressurize our southern states that are suffering the consequences of uncontrolled immigration.
