That they love you like a brother or sister, perhaps ... or that they just like you a lot but are not prepared to make a comittment.
It's not an honest thing to say.

When someone says I love you but no strings attached that usually means that although they love you and that emotion is very real that they have some insecurity in their lives that prevents them from being totally in love. Time is the only thing that may help

That they love you but are shielding trying to shield themselves from any emotional attachment. Usually ends up being B.S in the end, because with love comes emotion.

They care (its not real love without strings) they want a casual relationship but are not committed to you and wont be exclusive.

It's hard to say out of context.
It could mean that this person is fond of you but doesn't want to commit exclusively
OR
It could mean that this person cares a great deal for you but is afraid you won't return the sentiment so saying it this way helps him/her "save face" if you don't say it back.
Or it could mean something else entirely. Your best bet is to ask this person what he/she meant.

They are hiding behind the words 'I love with you' with their real intention: I wanna to hump ya till the early mornin' and not be your bf.

only a word without a meaning is what they want to imply..but sometimes saying i love u doesn't intimate relationship or boyfriend/girlfriend..saying i love u sometimes want you to know i care for you..
