Its not to tear off, you drop it into the pan at the back,so it gets sucked down when you flush,so as not to get your hands covered in anybodies bacterior.

Basically, toilet seat covers are there for your peace of mind. They don't offer a lot in the way of personal hygeine but it's probably better than sitting on the same seat that skanky looking bum did that came out about 10 minutes before you went in... you know?

The infamous "asss gasket" is to prevent the transmission of germs and other nasties from using a public toilet. I could never get it to work properly for myself.

Since most germs cannot survive in the open air for more than a few moments, I assume it is to give the illusion of safety.

I've always wondered this as well. I know you're supposed to partially detach that middle bit and dangle it into the bowl so the whole liner gets sucked down when you flush, but why it's not just detached to begin with I have no idea.
