can you back out and be the next in line again? Or is it 'yours' because you went in there? What if the next person thinks you made the mess?

Yes, of course you can! You shouldn't have to go when the toilet is a mess. Just turn to the next person in line and say sorry, but that toilet is a toxic waste and proceed to wait for the next available toilet. I bet no-body minds especially if you keep muttering under your breath how disgusting some people are.

Walk back out and say to the next person in line that the stall is messy. Then wait for the next open stall.
