You need to be more specific - what do you want to encode them as? What format (mpg, avi, wmv, etc) bit rate, sound quality?
Have a look around the net for freeware, most of it is pretty good for simple re-encoding.

I used some other programs, and the fastest is Proffesionalavi - Cucusoft AVI to VCD DVD MPEG Creator Pro.

the problem is mate your PC speed, not the programs try put more memory into it.

well that isnt that old a PC, try WinAVI or Videozilla.. they are pretty good.. and fairly fast
