I'm not sure what you concider expencive, but most photography magazines aren't.

You can always do a google search of "Photography Tips"

Also, check the local library. Our library has a handful of really good photography books that will really help a person out. Especially if they are just starting off.

There are several websites with photography forums. Most of these forums are frequented by professionals and semi-professionals. Try some of these:
http://www.shutterpoint.com
http://www.usefilm.com

Plus, each of the major camera manufacturers has a forum for their users to share tips and photos. All of these are free.

If I were you, I'd go to the Flickr Interestingness page http://flickr.com/explore and look through the photos there. They are creative and expressive and should give you a few ideas, if not inspire you.
