Actually yes, not the way that you may think though. any type of injury to any joint over time will be a prime spot for arthritis to set in.
When you crack your knuckles you are temporarily displacing the joint and over a period of time that causes chronic injury to the joint.

Cracking you're knuckles does not lead to arthritis. It is a normal function of the finger extension and the cartilage is too small to cause arthritis
