Ozone in the stratosphere is created and destroyed (natural ozone cycle) by UV-light from the sun. The sun is the strongest with the most hours of sunlight at the equator. While the opposite is true at the poles.

Therefore, the Ozone layer is naturally thinnest at the poles. Any reduction to the Ozone layer through unnatural chemicals would be most profound at the poles.
