Since he is your teacher and is older than you by 11 years - what you can do is to respect him for now - and while he is your teacher - do nothing - otherwise, he could lose his job.
Once you graduate and if this teacher is still interested in you, then it would be fine to express how you feel about him.
If you don't want this teacher to get into trouble for romancing you, then leave him alone for now - except - get to know him, of course, but don't make any moves on him....his job depends upon it.

It depends. If you're talking about grades K thru 12, you should probably report him to the school. If it's college or above, well, if someone makes you that confused, do you really want to trust your heart to them? I wouldn't suggest it. Just stay clear.
