Don't be shy, whats the worst that could happen? she could not respond but like u said shes a stranger and you'l probably never see her again :) but try to be friends first by finding some common ground with her. For example if you're both in a que buying food, make conversation about the food, and if shes friendly (which also implies that she would be a social person), she'l respond, and once you're comfortable enough, introduce yourself (preferably before you get to the beginning of the que), and people dont mind answering random questions, ask her what she's ordering, and tell her what you're contemplating ordering etc etc etc. Like i said this is only an example but just be yourself and you never know who you'll meet, or where you'll meet them.
But be sure you go out with someone whos worth the effort and dont let the relationship play out for more than 2 weeks, if u dont see it going anywhere, it will only make things harder, so be open and honest with her. But try practicing your conversational skills, and its always cool to know little arbitrary but interesting bits of information :)

How old are you firstly? Secondly,there's nothing wrong with going up to a girl you don't know and making conversion with her,it's the best way to not only make new friends but also get a possible date. Have fun : )
