Ever heard of a wonderful invention called the umbrella?

Rainwater doesn't damage hair. At worst, moisture may make your hair frizzy (happens to me all the time).

Why in the world would you think rain water would damage your hair? You mean, 'ACID RAIN" ? Well I suppose it might, if you stayed in the acid rain for weeks at a time every chance you got and never shampoo your hair.
now.. HEAT (like a blow dryer) or chemicals ( from hair dye or perms) that is a major casue of damage.
Try letting the natural oils get to you hair by skippin a day of shampooing an then brush your hair for 30 min to move the oil from the scalp to the longer hair, then shampoo as normal the folling day.... repeat this over a month and I am sure your hair will improve. (philippine women use cold water and check how awesome their hair is)

Wear a hat when it rains. Or find better protective shampoo like Tresemme or Pantene Pro-V.
