The only way I have found is to build a frame in the shape of a large box with a lid and cover it with chicken wire. It keeps them out.

If the dog & trash are both in the house, take the trash out. If they are both outside (assuming the dog needs to stay outside for the day), take the trash recepticle out of the dog's area, get a different trash can with a locking lid, put something really heavy on top of the can lid, or fasten the lid to the can (maybe with bungee cords). Create a barrier between the dog and the garbage can, like locking the dog in the house, or locking the trash in the garage. Or get one of those fancy trash can guards they use in Smokey Mountain National Park to keep bears away.

Is the trash can inside the cabinet? If it is those baby saftey locks work good on cabinet doors.
wow! the more question I read about the dogs the more I consider myself very lucky!My dog doesn't bother things that he's not suppose to have! he has a little basket filled with all kinds of stuffed animals,balls and chew toys.From the day I got him(he was 5 weeks old) if he started to get something of mine I firmly said NO! and then took it away from him.Well likewise now he's almost 3 yrs old and every morning when he wakes up first thing he does is go to his toy basket.He smells every toy and one day I took one out and hid it.He sat and whined for 2 hours till I gave it back to him! To me he is my little child and I treat him as such!

They only way I won this battle was to buy a nice looking steel can with a foot peddle for the kitchen and make sure the bathroom door was closed.

Things I tried that didn't work.

Negative reinforcement
ammonia
citrus - heck he ate the orange rind
hot sauce - like it too
spray with water gun
put it on the counter/table - just pulled it down

With age, things have gotten better, but they will still go for the kitchen trash, if there is anything that smells interesting.

Put the dog in a room where there is no trash, or put the trash up high where he cannot get it. If you have a fenced yard, you could keep him outside in the daytime.

I recommend this really great product that you can get from most pet stores. It is a liquid with that has a smell that pets find horrible but you can't smell it yourself. Put it around your rubbish bin and see if that works. Or you can classically condition your dog to dislike the rubbish bin, e.g. you could hide and as soon as your dog approaches the rubbish bin, make a really loud sound that gives your dog a fright. Your dog will then associate the rubbish bin with something bad and will not approach it anymore. You will have to do that quite often to get through to your dog though. Let me know how this goes

the best way to keep your dog from doing anything bad in the house is to have a cage.. some people think its cruel but the dog see it has a crib...put toys and bone he'll think of it as fun when you go away...he goes in the trash because he anxious, he's streesed out because of your leaving.....not because he want to do bad things...and DO NOT put amoniac or bleach to us it smells bad but to him it smells like urine and he'll try to urinate over it maybe not the first few times after a while..believe me im a dog trainer in quebec and i have 2 german and 1 husky that where my Nick comes from!!!

Get a garbage can with a lid that has the clips on the side that you can lock the lid on with. Or put the garbage in a room where you dog can't get to it, form example in the garage, bathroom or basement and close the door.

How big is he? My dog is sooo small. He can't even reach the garbage!! Try getting a taller garbage..or this cool garbage where you can have this pedal, you step on it, and it opens! Voila! Its heavy too. you can keep the dog on a leash or when you leave, put the can inside or outside depending where he's left
