I'm a dentist.
Orajel is not a great idea, in my opinion. First of all, topical anesthetics are, to some extent, introduced into the bloodstream when used in the mouth. Use too much orajel too frequently, and you could conceivably accrue appreciable amounts of benzocaine (the active ingredient) in the body. Unlikely it is, but certainly something to consider.
Additionally, your child is very likely to swallow it. It's not harmful to swallow (in small amounts, but it may induce nausea. Babies have enough of that problem.
Finally, there are other ways to ease the pain, like teething spoons.

Get one of those ice teething rings, he will bite down on it and it will numb his gums taking away the pain, without any side effects.

Dip your finger in whisky and rub it on his gums. It's a tried and true method. It'll numb his gums up so it doesn't hurt so much.
