The same reason little kids can go topless. There is nothing to see. You see, a woman's breasts are a private, personal thing. They are all different shapes and sizes, the nipples are MUCH larger than men's (in most cases), and they are used to feed children.

Plus, think about how much you stare at men's pecs compared to how much they stare at your breasts. Do you really want them to be able to see them any time?

You know, I wish that rule in first world countries would be done away with (but I would only have it be applied to older women of course, they should always wear shirts). Men only have one private area, whereas women have two. Also, it is a safeguard to prevent the number of car accidents. If on a hot summers day, women just went topless like us guys while she walked down a busy street or intersection, there would be major car pileups wherever she went whether she was young or old. If she was young, the pileups would be due to male excitement, and if she was older...then male horror. Another thing that makes me curious is that when when little five or six year old girls go swimming, they wear a top even though they have nothing to hide up there. I don't know.

Big issue depends on the cup size doesn't it? :) I've unfortunately seen a lot of men walk around with boobs that are bigger than mine (I have a D cup) and the results are not pretty! I would like the ability to go topless without being cited for supposedly indecent exposure!

Breasts are considered as a secondary sexual characteristics whereas chest is not considered like that. Hence to protect our women folks from the lusty brutes, this has become a sort of social taboo in some parts of the world.

first off dont go blaming men most women find it obscene too. fact is theres no reasonf or anyone of either gender to wear clothes except during the winter. certain parts of our body that define our gender are hidden for some reason and concidered obscene in modern society. certain african tribes and the like however are more sensible about suhc things

It's all pertaining to "socially acceptable" behavior. Because some societies (such as the US) were formed upon religious beliefs and values, and because tradition is one of the strongest forces in a society, nudity for females has always been taboo. however, in some other cultures, because they were not based on beliefs that saw nudity as a bad thing, do not frown upon either sex going topless.

Duhhhh!!!!!!!! Have you noticed that men and women are built a little bit differently. Can you imagine trying to cook dinner toppless, the stove burners would be a little to close for comfort for a top heavy woman.

You're right we should amend the law so hot women between ages 18-28 can be topless. Whether their hot should be judged by a group of playboy photographers.

That is due to the prudish society in the US!

In some countries women go topless at the beach, and in some countries it is perfectly normal to go nude at the beach!

If your "boobs" are like mine and were hanging out you would have callouses (sp?)too (from them dragging on the ground and wouldn't care if it was allowed or not...you would keep those puppies covered up because it would be definately considered indecent exposure at that point.
