I have this apartment it needs help. i dont want to do anything permenant because i dont want to put the money into it. I want to make it look home like for a budget.

Here are some links. In the first one, go to the lower left and find "related info" and try some of the redirections that are underlined like 'basics' This is the home and garden website with emphasis on Debbie Travis who does a home reno show. Some very good ideas in this website. Travis started her original show in the UK and moved to North America. Her shows have some great ideas for DIY on the cheap.

Do a search for "Christopher Lowell" on your search engines. He used to have an excellent show on Discovery Channel where he taught people how to decorate cheaply. Buy his book '7 layers of decorating".
