Regular white milk?

no, but it would still taste grrrrreat, even if you aren't using frosted flakes. The chocolate from coco crispies leaks into the milk, creating chocolate milk, but there is still chocolate left on the crispies, so you really are getting double the chocolate. My suggestion is to get coco crispies, but put chocolate milk on top of them. What would happen? Would the bowl break? would the milk turn white? Hmmmmm.... Quandary

No, because the cocoa krispies are coated in the chocolate stuff and it soaks in. They give the milk the chocolate flavor. Regular milk is better with cocoa krispies! Or even better yet, half and half with cocoa krispies!
