ok, this guy is shy, so am I. we spent tonight teasing each other. I would pick on him and he would tease me back. it was a lot of fun. yea, I am interested in him, but afraid of getting hurt.

If he's shy, he will have so much fear, that he might not be able to bring himself to make the first move. He most likely secretly wishes (and dreams) that you'll make the first move toward a relationship. I'm I shy guy myself. I know this from personal experience.
So go for it. Make both your guys day. Ask. Don't be afraid. Remember he's just as afraid and intimidated of you, as you are of him.

you are just going to have to be brave and approach him. Don't worry about the rest cuz life is full of hurts, you just have to learn how to set boundaries for yourself ,to protect your heart.Take it slow, find out what you guys have in common and ask how was it for him growing up. I feel that's important because that shows how much baggage that person has and you may not believe what he just said(disbelief,or shocking)he may be suicidal and blow his head off on your 1 yr. anniversary, you never know.
