Yes because she weights more. Try to keep her cool and calm but if she really starts panting real bad or acting strange get her to the vet.
She should be OK. My boxers always breath heavy a few days before they give birth.

Heavy panting can be a sign of early labour. If she begins to pace, keep a close eye on her. The nesting instinct is quite strong in dogs. She wants a safe, quiet place in which to have her puppies. Clean out a clothset and lay down several layers of newspaper and some old towels or sheets, unless you have time to build a proper whelping box.
Keep everyone away from her once she does go into labour because distractions can cause the mother to hold her puppies and run away to have her puppies in private. At MOST two people should be in the immediate area of the labouring dog. Definitely keep all small children away.
Also, unless the dog is having difficulty, do not assist with the delivery because you run the risk of her rejecting the pups and refusing to care for them. If you have delivered pups before, go with it. If you have not, perhaps you and the mother would be better off if you took her to her veterinarian to deliver her pups.

Yes - the pups put pressure on her insides and the extra weight makes her pant. It often means she's just about ready to deliver. Keep her in a cool shady area with plenty of water. No long walks or strenuous exercise at this stage!

i would think it is normal.....human or animal;;all of that extra weight pushing on your lungs would make it hard to breathe normally
