But when I call her she doesn't answer and she doesn't call back ... she was the one who offered me her phone number, I didn't ask for it. And when I see her in class she always tells me to call her. Last day of class at the university we spent more than 1 hour talking and I was the one in rush. at the end she said. "Call me" my last answer was I'll think about it.
What does she has in her mind?

Call her, leave a message to call you back and if she doesn't, then don't call her again. And next time when she tells you to call him, give her your number or.... just tell her you already did.

She might just say that to everyone. I tell girls to call me all the time not expecting them or wanting them to. Its just a figure of speech. Give her your number. You can also tell her that her phone doesn't seem to work the next time she says call me.
Think about it this way. If you liked someone and you told them to call you and you missed their call, what would you do? Of course, you would call her back just as soon as humanly possible. In fact you wouldn't miss the call because you would be sitting be the phone waiting. Well, this girl is no different that the rest of us. It doesn't appear that she is that into you. It sounds more like she is a nice person and doesn't want to hurt your feelings.

well if she has voicemail...leave one! and does it look like a real phone number and not some pizza place? you could tell her to carry her phone around (assumming it is a cell) since shes paying for it why not use it?
