Because they usually start off in the fast lane, and make a last minute decision to exit the motorway. Also, some like to weave in and out of slow moving traffic.
Also, boy racers never seem to get caught by the police. The people who keep getting caught/fined are Mr middle class father of 3 travelling at 36mph in a 30mph zone.

Their cars are fueled by an over abundance of hormones, mainly testosterone. Plus at that age they believe they are invincible.
