It only comes out when he's giving himself a bath or somettimes he will just stare at me and it sticks out. Is it normal? Should I try to clean it or put it back in? Should he go to the vet for it?

Of course it's not a Christmas tree light!
It's an Easter decoration. Just put some of that fake green (or yellow) Easter grass around your dog. He will yip happily and wag his tail with glee.
