Try the want ads, the newspaper, craigslist, or the pound. Of course why would you want a dog at low cost or free? If you can't afford to buy the dog are you going to be able to feed it, bring it to the vet, and buy it toys?

The greatest place to get a dog (which is not a dog store) is www.puppyfind.com . Some puppies from their are cheap and some are very expensive and they are all from very well trained breeders. The breeders are nice and answer your questions. I got my dog their and he hasn't gotten sick once!

where do you live? look in the local news paper or go to local pet stores they usually have dogs for free or sale on the boards..

Go to an animal shelter and ask them to call you if they get a Pom. Tell them the kind of dog you are interested in.
