If someone marrys their american boyfriend/girlfriend while visiting the States as a tourist can they ask for adjustment of status based on marriage ? What are the consequences, and will the person be able to ask for work authorization within a short time ? Does anyone have had this experience or does anyone know the procedures in this case ?

Yes, one can marry an american while they are in the US on tourist visa. However, you would not be able to file for an adjustment of status, because they would see that you came to the US under "false pretenses" - meaning your intention was to get married, not simply visiting. You would need to go back to your country, while your spouse will need to petition for you to come as a spouse. The process can take from months up to a year, so you'll have to be patient. Yes they can use a petition to apply for residency... the consequences are that even if you do get married that doesn't give you the permission to overstay youre visa, so if you get married and file the petition you will still have to go back to your country until the petition is approved...
