Yes, you can marry smeone who is in the country as a tourist, and afterwards apply for legal permanent residence, which does not require a lottery number. See the site below for the process.

Yes, one can marry an american while they are in the US on tourist visa. However, you would not be able to file for an adjustment of status, because they would see that you came to the US under "false pretenses" - meaning your intention was to get married, not simply visiting. You would need to go back to your country, while your spouse will need to petition for you to come as a spouse. The process can take from months up to a year, so you'll have to be patient. You would not be able to visit the US in the meantime, but they can go visit you.
Hope this helps; this based on personal experiences of my family and friends. I would also suggest that you consult an immigration attorney - they will help you navigate any pitfalls in this process.

If you're visiting as a tourist you generally stay in the U.S. 1-5 weeks. How are you going to find someone, then be convinced you love them, then get married in 35 days?

Yes they can use a petition to apply for residency... the consequences are that even if you do get married that doesn't give you the permission to overstay youre visa, so if you get married and file the petition you will still have to go back to your country until the petition is approved...
