It's a fungal infection that causes those white spots. Your doctor may be able to prescribe something but may choose not too. It is very common and is usually only noticeable in tanned or darker complexion people.

I have the same looking spots but in my case the doctor told me i was having an allergic reaction to the sun since i only get them in the summer. He prescribe a lotion to me and I only use it when they pop up and it works great. My dad and friend have the same thing.

My brother gets those and his Doctor said that those are from scars. Scars don't tan.
