It came from the musical My Fair Lady. In the play a man bets another one that he can take a poor woman, and make her become so polite and proper that she seems like a rich one. One of the problems is that the poor's accent must be eliminated, and they say the hard "a" sound "ay" with an emphasis on the y. The man makes her repeat the phrase over nad over again until it is right, and she turns it into a song.

It probably existed before "My Fair Lady" as a speech tool for those who wished to change their accent.
