freezer burn is ..............."freezer burn is a condition that occurs when frozen food has dried out because it has been frozen too long.
Effects
Freezer burn often results in change of texture and discoloration of the affected food. It appears as grayish to brown or white leathery spots on the food, resulting from chemical changes in the food's pigment.
Although freezer burn AFFECTS THE QUALITY OF FOOD, IT DOES NOT MAKE THE FOOD UNSAFE OR UNHEALTHY TO EAT. It produces dry spots, which can be cut away either before or after cooking. Heavily freezer-burned foods may lose their flavor entirely.
Prevention
Freezer burn occurs when air reaches the food's surface and dries out the product. This can happen especially when food is not securely wrapped in air-tight packaging. Therefore, the best way of avoiding it when freezing food in plastic bags is to push all the air out before sealing.
Another way of avoiding freezer burn is to avoid circulating outside air into the freezer. Exposure to relatively warm air can cause temperature fluctuations, which can in turn cause freezer burn."
as far as thawing meat; ALWAYS ALWAYS ALWAYS use COLD water.......it takes longer, but is much safer.

freezerburned meat tastes nasty. I don't think it can hurt you.
I always defrost meat that way. As long as the water is not so hot that it's cooking the meat, it should be fine. The odds of bacteria colonizing are small in the amount of time the meat will be thawed. Just make sure that you cook it soon after it's defrosted.

It won't hurt you, but it won't taste very good.
No, you should not put steak in hot water to defrost it faster. Go to Target and buy a defroster. It's a plastic tray with a metal plate in it and a cover on it. You fill the tray with hot water, set the plate on it, put the meat on the plate and cover it with the cover. In about 20-30 minutes, your meat is fully defrosted. They cost about $10 and last forever.

It won't harm you, it'll just be tougher than a hockey puck, and taste just as good. So unless it's all you have to eat, I suggest just throwing it out. Unless of course you are a die hard advocate for not wasting food.

You can eat meat that has been frozen for up to six months. That is what I have been told. So, yes, you can thaw steak out too, in hot water to defrost it faster. I have done that.
