Do you mean he's a shih tzu? "Cause their name sounds like something else and their personalities are like that too.
Is be biting you in a playing kind of way, like does his tongue hang out and his tail wags when he does it? If so, then he just needs to be taught that biting is not acceptable for playtime.
But if he growls or snarls or snaps at you when he does it, then that's bad. He's being agressive and your mom should seek a professional trainer's help. Often, small dogs feel insecure and threatened by the big, intimidating things in the world, and they bite out of fear. Even though he's small and wouldn't do the damage that, say, a pit bull would do, the problem still needs to be corrected. He could bite someone else and your mom could get sued.

For one thing, DO NOT act like you are afraid of the dog. If it's a shih tzu it can't be very big anyway, and dogs can smell fear, which might make it more aggressive if he thinks he can dominate you. When trying to interact with the dog, have some treats on hand and kneel down on the floor so he knows you are 1- giving him something yummy and 2- not threatening him. Little toy doggies like that are brats anyways and he is probably just being picky. When he bites you, yelp loudly like a fellow puppy playmate would so he knows it hurts you, and just keep interacting carefully with him. I think it would help to keep Mom handy so that he knows that you aren't someone he should be afraid of, and slowly, he should get used to you.

If I were your mom, I would get rid of the dog. Biting is never acceptable, no matter the size of the dog.

Sounds like your dog does not have any manners. This is a very bad habit to allow. Either your mom or the dog need counsiling.

see if you can bond by trying to play with it if it growls see if he will like it if you give it a dog treat. all dogs can sense fear in you or some one else. if you are afraid of the dog why don't you just take a few breaths try to see if you can get comfortable with him and maby you two will bond! :)

hold him down when he does it, and bite him back if he does it again, He is just showing you that he thinks he is higher up in the family hierarchy than you are. Ask your mother to yell at him when he does as well.

keep your mom out of the picture and spend time with the dog, give him/her treats, talk softly, be patient. throw a ball, play with him/her, give treats be patient. :)
