As far as I know, each state, and even county/ city. Can have it's own academy. However, in your situation, you may be able to "transfer" credits to your new state. Call the police academy you wish to join and ask them the best way to become an officer in your new area without wasting all your old training.

It will vary from state to state.
To my knowledge, you usually have to do it over because laws vary...
My brother did the academy in CA, but moved to Oregon before he became an officer. He had to do it all again....it would have been different if he had been an actual officer, though....he would have been able to transfer w/ out the extra schooling. I suggest you contact the force you are interested in.

No, you have to wait at least a year to gain residency in your new state, then go an academy in that state.

I believe since every state is different and has different standards, you need to go through the whole thing again.
