No.
Train's vortex usually have their pull at the end of the train because of the aerodynamics..
As evidenced by this photo, the front of the train precedes the disturbance -- and it is obviously being blown away (I was standing there taking the photo on a station platform, BTW)

I had a picture showing the rear of the train but apparently did not post it... The snow doesn't get "sucked" until the rear has passed. The pictured train was going 90mph.

As a person who loves everything rail related i have spent a great deal of time walking along tracks in my area and watching trains. I have had a few trains pass me while I was quite close to the tracks and there was a fairly strong "pull". These were freight trains and were not moving all that fast but they did seem to create a pretty good suction. I would have to say that a fast moving passenger train could probably cause a light weight person to lose their balance.

It seems that the vortex from the moving train would be pushing air out, instead of sucking air in and under. But the other answer said that they saw it happen, so...?

I don't think they can suck them under, but I have heard that is is possible to sustain a concussion if your standing too close and it is going too fast.

Nope it hasn't happened to me. I've stood around 4 inches away from a train going really fast and there's no pull or nothing.

wow...thats something to think about...i think it also depends on how heavy the person is...if you're light you might get sucked in.
