You are pitting a large population against a small one. Given the mathematics of your question, I say the Rev. Phelps followers are worse.

I think everyone is equal in the end. No matter how they live their lives. I do not agree with Rev.Phelps and wonder why he feels the need to hurt people that are already hurting from the loss of a loved one. Maybe he should protest God since God created a world that has homosexuals in it. If the Christian God created the world and everything in it then he is powerful enough to stop anything that does not please him. Do they really think God needs them to speak for Him? Sounds to me like they don't have faith in their own beliefs.Allow people to believe and live as they choose. Christians included. Even if you don't agree.

Both are worse. Only God knows who or whom will go to Hell or Heaven unless they both repent. I don't agree with his over-zealousness and him going to protest publicly especially at funerals.
